1. “President Yoon Suk Yeol is removed from office.”…77% of citizens accept the result

April 4, 2025, marked another significant moment in South Korean history. The Constitutional Court upheld President Yoon Suk Yeol's impeachment motion. Eight constitutional judges made the decision unanimously.

▶Removal of the President through democratic procedures

The President's authority is granted solely by the Constitution. The respondent exercised the state emergency power, which should be used with utmost caution, beyond the limits set by the Constitution, causing distrust in the exercise of presidential authority.

123 days. This is the period from Yoon's declaration of martial law to the decision to remove him from office.

The Constitutional Court delivered its verdict in about 20 minutes, unanimously deciding on removal. All five points of contention surrounding the impeachment were acknowledged.

✅ Declaration of martial law

While Yoon's side claimed that the declaration of martial law was due to "illegal and unjust exercise of power by the National Assembly," the Constitutional Court ruled that former President Yoon could have dealt with the situation using normal methods of exercising power, and therefore could not justify the use of state emergency powers.

✅ Martial Law Proclamation No. 1

The Court ruled that Proclamation No. 1, by prohibiting political activities, violated the constitutional principles of representative democracy and separation of powers.

✅ Blockade and intrusion of the National Assembly

The Court ruled that by ordering soldiers to remove members of the National Assembly, former President Yoon interfered with exercising the National Assembly's authority, thus violating the constitutional provision granting the National Assembly the right to demand the lifting of martial law.

It also stated that this action caused soldiers, who have served the country with the mission of national security and territorial defense, to confront ordinary citizens.

✅ Blockade and intrusion of the National Election Commission

While Yoon's side claimed that deploying military forces to the Election Commission was an unavoidable measure to verify allegations of election fraud. The Court concluded that former President Yoon violated the independence of the Election Commission and the principle of warrants.

✅ Order for the arrest and detention of key personnel

The Constitutional Court determined that attempts to locate politicians and legal professionals for arrest were indeed made under former President Yoon's orders. It was viewed that this action violated the independence of the judiciary by pressuring individuals, who could be subject to arrest by the executive branch at any time.

▶76.9% say they "accept" the impeachment verdict

On the day of the impeachment verdict, police controlled Anguk and nearby subway stations to ensure safety. Fortunately, no significant conflicts occurred, and no injuries were reported. Currently, anti-impeachment groups continue to protest in Gwanghwamun, Seoul.

Meanwhile, a poll released on the 7th showed that more than 7 out of 10 citizens would accept the verdict.

▶"Yoon Faces Criminal Trial on Charges of Leading an Insurrection

Yoon is reportedly still in the presidential residence.

He is scheduled to make his first appearance in criminal court on April 14th on charges of being the ringleader of an insurrection. The criminal trial proceeds separately from the constitutional trial, and the adoption of evidence is applied more strictly. There are observations that the Constitutional Court's acknowledgment of some facts related to this charge may influence the criminal trial.

In a similar case in 1997, the court found former President Chun Doo-hwan guilty of insurrection and sentenced him to death.

▶ The next presidential election is tentatively set for June 3

Following President Yoon's removal, the next presidential election is scheduled. According to South Korean law, the election must be held within 60 days from the day the Constitutional Court confirms the impeachment.

Currently, Tuesday, June 3, is the most likely date. If confirmed, candidate registration will begin for two days from the 10th of next month, and overseas citizen voting and early voting are expected to take place in late May.

Meanwhile, National Assembly Speaker Woo Won-shik proposed holding a constitutional amendment referendum simultaneously with the presidential election. There is growing interest in which presidential candidates will emerge and whether a constitutional amendment proposal to change South Korea's system will be presented during this tight two-month period.

2. Penguin protests and handshakes between Korea, China, and Japan triggered by Trump's tariff war

On April 3rd, Trump dropped a tariff bomb on the world. He imposed unprecedented measures, applying over 10% reciprocal tariffs on all countries, claiming that countries worldwide have exploited the US, causing severe trade imbalances.

These tariffs are set to take effect from April 9th.

▶Korea at 26%... FTA becomes nominal

Trump announced a 26% tariff on Korea, which has a Free Trade Agreement (FTA) with the US. He classified about 60 countries as "worst offenders," imposing heavy tariffs. This effectively made the Korea-US FTA nominal, requiring new trade negotiations with the US. However, concerns are growing due to the absence of leadership amid the presidential impeachment.

Global stock markets are also plummeting as investment sentiment freezes over fears of a US-initiated tariff war.

▶Trump: "Sometimes you have to take medicine"

This measure is negatively impacting global and the US. The US stock market has decreased by 9,646 trillion won in 3-4 days, leading to questions about whether this is essentially self-harm.

President Trump stated, "Sometimes you have to take medicine to fix something." He argues that tariffs are the only way to address the US trade deficits with China, the EU, and many other countries.

Meanwhile, the Trump administration also included the Australian territory of Heard and McDonald Islands near Antarctica in the 10% basic mutual tariff list. As penguins mainly populate this uninhabited island, many people are creating memes mocking the reciprocal tariffs using penguins.

▶The handshake between Korea, China, and Japan triggered by the US

Prior to the US tariff policy, Korea, China, and Japan held a meeting in Seoul on March 30th. The ministers of the three countries agreed that "protectionism is not the answer" and reaffirmed their support for free trade.

A US lawmaker, referring to the meeting, criticized Trump for uniting the entire world against the United States. He said, “For the first time in years, China, Japan, and Korea discussed the possibility of free trade cooperation," adding, "The reason is Donald Trump." He particularly noted, "They now have better relations, but they are countries that have had many diplomatic challenges and conflicts for decades," pointing out that "Their handshake indicates that they are coming together to oppose us."

Meanwhile, China has responded to this announcement by deciding to impose a 34% retaliatory tariff on the US.

3. Why the salt from Korea's largest salt farm is banned from import to the US

Salt products from Korea's largest salt farm have been banned from import to the U.S. because they are produced through forced labor of people with disabilities. This is the first time a Korean company's product has been designated as a 'forced labor product' and banned from import.

▶The horrific truth revealed in the 2014 Sinan salt farm worker exploitation incident

The Taepyeong salt farm (Sinan-gun, Jeollanam-do), established in 1953, is the largest salt farm in Korea. In 2007, it was designated a Korea registered heritage site. It produces about 6% (16,000 tons per year) of the domestic solar salt annually.

In 2014, the abuses here were exposed when a visually challenged worker, who had been trafficked to Sinan and forced into slavery, was rescued.

The victim was lured by a job broker and sold into slavery at a salt farm in Sinan, and his three escape attempts had all failed. He managed to obtain a pen and paper and successfully mailed a 2-page letter, which his mother received and used to rescue him with the police.

As a result of this case, a total of 63 salt workers (in Korean, 염부 Yeom-bu), including people with intellectual disabilities and homeless individuals, were rescued from Sinan-gun Sinwi-do.

▶Weak Penalties and More Disclosures in 2021

However, those responsible received only light punishment. Forced labor involving people with intellectual disabilities continued to occur at the Taepyeong salt farm.

In May 2021, an exposé by a worker with a disability who escaped from there led to a 'second salt farm worker exploitation incident.' His unpaid wages amounted to over 110 million won, and he claimed he was essentially imprisoned.

Human rights organizations in Korea petitioned the U.S. Customs and Border Protection (CBP) to issue a Withhold Release Order targeting Korean solar salt companies suspected of forced labor, including Taepyeong salt farm, demanding the suspension of their U.S. distribution until they eradicate forced labor from their supply chains.

Two years and five months after the petition, this 'order' was issued, marking the first case of a foreign government suspending imports of a domestic company due to forced labor.

After the 2014 salt farm worker exploitation case, only one responsible has been punished for violating the Labor Standards Act's 'prohibition of forced labor,' with a sentence of just 1 year and 2 months in prison. The rest were mostly charged with fraud, embezzlement, or assault.

Due to the lack of a rehabilitation and reintegration system for the rescued salt farm victims, many have returned to the salt farms or live in poverty and isolation.

The nightmare of the salt farms continues.

1. “대통령 윤석열을 파면한다”…국민 77% 결과 수용

2025년 4월 4일. 대한민국 역사에 또 하나의 방점이 찍혔습니다.

헌법재판소는 윤석열 대통령의 탄핵 소추안을 인용했습니다. 헌법 재판관 8인의 만장일치였습니다.

▶민주적 절차를 통한 대통령 파면

대통령의 권한은 어디까지나 헌법에 의하여 부여받은 것입니다. 피청구인은 가장 신중히 행사되어야 할 권한인 국가긴급권을 헌법에서 정한 한계를 벗어나 행사하여 대통령으로서의 권한 행사에 대한 불신을 초래하였습니다.

123일. 윤석열 전 대통령의 계엄 선포에서 대통령 파면이 결정되기까지 걸린 기간입니다.

헌재는 약 20분 가량의 선고를 진행했고, 전원 일치로 파면을 선고했습니다. 탄핵을 둘러싼 5가지의 쟁점은 모두 인정되었습니다.

✅ 비상계엄 선포

윤 측은 비상계엄 선포 배경에 대해 ‘국회의 권한 행사가 위법하고 부당했다’고 말했는데요. 헌재는 윤 전 대통령이 평상시 권력 행사 방법으로 대처할 수 있으므로 국가긴급권의 행사를 정당화할 수 없다고 판단했습니다. ✅ 포고령 1호

헌재는 포고령 1호가 정치 활동을 금지함으로써 대의민주주의, 권력분립 원칙 등을 위반했다고 판단했습니다.

✅ 국회 봉쇄 및 침입

윤 전 대통령이 군인에게 국회의원을 끌어내라고 지시함으로써 국회의 권한 행사를 방해했기에, 국회에 계엄 해제 요구권을 부여한 헌법 조항을 위반했다고 판단했습니다.

또한 국가 안전보장과 국토방위를 사명으로 하여 나라를 위해 봉사하여 온 군인들이 일반 시민들과 대치하도록 만들었다고 말했습니다.

✅ 선관위 봉쇄 및 침입 윤측은 선관위에 군 병력을 투입한 건 부정선거 의혹을 확인하기 위한 불가피한 조치였다고 주장했는데요. 헌재는 윤 전 대통령이 선관위의 독립성을 침해하고 영장주의를 위반했다는 결론을 내렸습니다.

✅ 주요인사 체포 구금 및 지시

헌재는 윤 전 대통령은 정치인이나 법조인 등을 체포하기 위해 행해진 위치 확인 시도가 사실이라고 판단했으며, 이 행위가 언제든 행정부에 의한 체포 대상이 될 수 있다는 압력을 받게 해 사법권 독립을 침해했다고 봤습니다.

▶탄핵 선고, '수용할 것'이라는 응답 76.9％

탄핵 선고일 당일. 경찰은 안국역과 일대 지하철역을 통제하는 등 안전에 만반의 준비를 기했습니다. 다행히 큰 충돌이 발생하지 않았으며 부상자도 0명으로 조사되었습니다. 현재 탄핵 반대 단체들은 광화문에서 시위를 이어가고 있습니다.

한편, 탄핵 선고에 대한 여론조사가 7일 나왔는데요. 국민 10명 중 7명 이상이 선고 결과를 수용한다고 답했습니다.

▶윤석열 ‘내란 수괴 혐의’ 형사재판 시작

한편, 윤은 아직 대통령 관저에서 나오지 않은 것으로 파악되고 있습니다.

그는 오는 14일 내란 우두머리(수괴) 혐의에 대한 형사 재판에 첫 출석합니다. 형사재판은 헌법재판과 별개로 진행되고, 증거 채택 등이 탄핵심판보다 엄격하게 적용되는데요. 헌법 재판소에서 이 혐의와 관련된 일부 사실관계를 인정한 것이 형사 재판에도 영향을 줄 것이라는 관측이 나오고 있습니다.

법원은 1997년 전두환 전 대통령의 내란 혐의를 인정하면서 사형을 선고한 바 있습니다.

▶차기 대선, 6월 3일 잠정 확정

윤석열 대통령이 파면됨에 따라 차기 대통령 선거가 치뤄질 예정입니다.

대한민국 법에 따르면, 헌법재판소가 대통령 탄핵을 확정한 다음 날부터 60일 이내에 대통령 선거를 치러야 합니다.

현재는 6월 3일 화요일이 유력한데요. 일정이 확정되면 다음 달 10일부터 이틀간 후보자 등록이 시작되며, 5월 말 재외국민 투표와 사전투표가 실시될 예정입니다.

한편, 우원식 국회의장은 대통령 선거일에 개헌 국민투표를 동시에 시행할 것을 제안하기도 했는데요. 촉박한 2개월의 시간 동안 어떤 대선후보가 떠오르게 될지, 그리고 대한민국의 제도를 바꿀 개헌안이 나오게 될지 관심이 쏠리고 있습니다.

2. 트럼프발 관세 전쟁이 불러온 펭귄 시위와 한중일 악수

4월 3일, 트럼프가 전세계에 관세 폭탄을 떨어트렸습니다. 그는 전세계 국가들이 미국을 갈취해 심각한 무역 불균형을 야기했다면서 모든 국가에 10% 이상의 상호관세를 부과하는 초유의 조치를 내렸습니다.

이 관세는 오는 9일부터 발효될 예정입니다.

▶한국은 26%…FTA 유명무실

특히 트럼프 대통령은 자유무역협정(FTA)을 맺고 있는 한국에 26%를 부과키로 발표하는 등 60여개의 국가를 '최악의 침해국'(worst offenders)으로 분류해 과중한 관세를 부과했습니다. 이에 따라 한미 FTA가 사실상 유명무실해지면서 미국과 새 무역 협상이 필요한 상황이지만, 대통령 탄핵 등 리더십이 부재하면서 우려를 커지고 있습니다.

미국발 관세 전쟁 우려에 투자 심리가 얼어붙으면서 전세계의 증시 또한 급락하고 있습니다.

▶트럼프 “때로는 약을 먹어야 해”

이 조치는 전세계 뿐 아니라 미국 증시에도 나쁜 영향을 주고 있습니다. 美 증시는 3~4일 새 9,646조원이 감소하며 사실상 자해 행위가 아니냐는 말이 나오고 있는데요.

트럼프 미국 대통령은 이에 대해 “때로는 약을 먹어야 한다”고 밝혔습니다. 그는 미국이 중국, 유럽연합(EU) 그리고 많은 국가에 무역 적자를 갖고 있다며 이 문제를 치료할 수 있는 유일한 방법은 관세뿐이라고 주장하고 있습니다.

한편 트럼프 행정부는 남극 인근의 호주령 ‘허드 맥도널드 제도’ 또한 10% 기본 상호 관세 목록 지역에 올렸는데요. 이 섬은 사람도 살지 않고 주로 펭귄이 서식하는 척박한 곳이라 많은 이들이 펭귄을 활용한 상호관세 조롱 밈을 만들고 있습니다.

▶미국이 불러온 한중일의 악수

미국의 관세 정책에 앞서, 한중일은 지난달 30일 서울에서 회의를 가졌습니다. 3국 장관은 "보호무역주의는 답이 아니다"라는데 뜻을 모으고 자유무역에 대한 지지를 재확인했는데요.

미국의 한 국회의원은 이 회의에 대해 언급하며 트럼프가 전 세계를 미국에게 대항하도록 단결시키고 있다고 비난했습니다.

그는 "이번 주 초, 수년 만에 처음으로 중국, 일본 그리고 한국이 자유무역 협력 가능성에 대해 논의했다"며 "그 이유는 도널드 트럼프 때문"이라고 말했습니다. 특히 "그들은 지금은 더 나은 관계를 가지고 있지만 수십 년 간 외교적으로 많은 도전과 갈등이 있던 나라들이다"라고 설명하며 "그들의 악수는 우리에게 대항하기 위해 함께한다는 것을 나타낸다"고 지적했습니다.

한편, 중국은 이번 발표에 대해 미국 똑같이 34% 추가 보복 관세를 매기기로 하며 ‘맞불 전략’을 피고 있습니다.

3. 한국 최대 염전 소금이 미국 수입 금지된 이유

한국 최대 염전의 소금 제품이 장애인 강제노동으로 생산됐다는 이유로 미국으로부터 수입을 금지당했습니다. 한국 기업 제품이 ‘강제노동 상품’으로 규정돼 수입금지가 내려진 것은 처음입니다.

▶끔찍한 진실이 밝혀진 2014년 신안 염전 노예 사건

1953년 조성된 태평염전(전남 신안군 증도)은 2007년 국가등록유산으로 지정된 국내 최대 염전입니다. 매년 국내 천일염의 약 6%(연간 1만6천톤)를 생산해내고 있는데요.

2014년, 신안으로 끌려가 노예 생활을 했던 한 시각장애인이 구출되면서 이곳의 악행이 세상에 밝혀졌습니다.

피해자는 직업소개업자의 말에 속아 염전으로 팔려왔고, 이후 세 차례의 탈출 시도는 모두 실패로 돌아갔습니다. 그는 어렵사리 펜과 종이를 구해 2장짜리 편지를 써 부치는데 성공했습니다. 편지를 받게 된 그의 어머니는 경찰과 함께 이곳을 찾아 그를 구출했습니다.

이 사건이 불거지며 신안군 신의도에서 구출된 지적장애인과 노숙인 등 염전 노동자(염부)는 총 63명이었습니다.

▶솜방망이 처벌과 2021년의 추가 폭로

하지만, 가해자들의 처벌은 미미했습니다. 그리고 태평염전에선 지적 장애인 강제노동이 반복적으로 발생했죠.

2021년 5월 이곳에서 탈출한 장애인 노동자의 폭로는 2014년에 이어 ‘2차 염전노동자 착취 사태’를 불러왔습니. 그의 미지급 임금은 1억 1,500여만원에 달했으며, 피해자는 사실상 감금 상태였다고 주장했습니다.

이에 한국의 인권관련센터들은 태평염전 등 강제노동이 의심되는 한국산 천일염 기업들을 대상으로 CBP에 인도보류명령을 청원했습니다. 과거 장애인 착취로 처벌받은 사업장에서 다시 피해자가 발생했거나 계속 소금을 생산하고 있는 기업들이 공급망에서 강제노동을 근절하기까지 미국 내 유통을 중단해달라는 내용이었습니다.

▶미온적인 정부의 태도가 불러온 이번 조치

청원 2년 5개월 만에 내려진 이 ‘명령’은 강제노동 제품이란 이유로 외국 정부가 국내 기업을 대상으로 수입을 중단한 최초 사례가 되었습니다.

2014년 염전 장애인 노동자 착취 사태 뒤 지금까지 근로기준법상 ‘강제근로 금지’(제7조) 위반으로 처벌받은 가해자는 단 한 명뿐이고 형량도 징역 1년 2개월에 그쳤습니다. 그나마 처벌받은 사람들은 대부분 사기나 횡령, 폭행 혐의 등이 적용됐죠.

구조된 이들 염전 피해자에 대한 재활과 사회복귀 시스템의 부재 탓에 염전으로 되돌아가거나 가난하고 고립된 삶을 살고 있습니다.

염전의 악몽은 아직도 진행중입니다.

‘실례’는 잃을 ‘실’과 예의 ‘예’가 합쳐진 한자어에요. ‘실례+합니다’ 예를 잃고 묻는다는 상당히 정중한 뜻을 가지고 있는데요. 실생활에서는 미국의 ‘excuse me’와 같이 보편적으로 편하게 사용됩니다.
