This phrase implies that safety regulations are created from someone's sacrifice, and we must not repeat those mistakes.
Today, we'll introduce some safety guidelines that you, as a resident in Korea, should know in advance.
Korea: A country under armistice. Remember this mark!
Have you seen posters like this while walking around?
This mark indicates a government-certified "shelter." It is a public space designated to protect residents' lives and property in case of emergencies.
South Korea is a country under the armistice, sharing a border with North Korea. Therefore, extra caution regarding safety is necessary.
In 2023, Seoul City mistakenly sent an emergency disaster text message saying, "Prepare to evacuate," following news of North Korea launching a satellite toward the southern part of the Korean peninsula.
Fortunately, this turned out to be a false alarm. However, it's crucial to remember the "shelter" mark in case of a real emergency.
⚠️ Know your nearby shelters in advance ⚠️
It's an unpleasant thought, but what would happen if war actually broke out?
If Korea falls into a state of emergency, internet access would likely be cut off first. 😱 That's why it's good to know the locations of "shelters" near your home or workplace in advance!
You can check shelter locations on the National Disaster and Safety Portal - English Version
Search engines like Naver will show nearby shelters when you search for "대피소" (shelter).
If you can't remember the shelter locations, don't worry! Just head towards places with the shelter mark.
⚠️ Can't find a shelter? Head to a subway station or underground parking lot!
It might be challenging to spot shelter marks at night.
In such cases, moving to a nearby subway station is the best option. Subway stations have these advantages:
Possible to walk along the tracks
Access to water from restrooms and other facilities
Large underground plazas capable of accommodating many people
Basic equipment like gas masks, emergency lights, and water tanks
If it's difficult to move to a building's basement or a shelter, lie down as low as possible and hide your body.
Once the immediate danger has passed, keep listening to government broadcasts.
The best approach is to follow government instructions by continuously listening to TV, radio, and civil defense broadcasts.
Encountering a fire shutter?🔥 Break through!
While evacuating due to a fire, a fire shutter has come down. There's no visible exit nearby. Where should you go?
A. Turn back and run in another direction
B. Break through the fire shutter or look for an emergency exit nearby
The correct answer is, of course, B!
💡 Push the fluorescent-marked entrance

Fire shutters prevent the spread of flames and smoke, and emergency exits are installed to allow people to evacuate.
However, many people are unaware of this, leading to situations where they couldn't escape during fires. In the 2003 Daegu subway fire disaster, 10 citizens lost their precious lives because they couldn't find the emergency exit in front of the fire shutter while evacuating.
Emergency exits on fire shutters are marked with fluorescent paint. So don't panic when faced with a seemingly closed door - make sure to push this marking to evacuate.
💡No markings? Look for nearby emergency doors
Recently constructed buildings might not have doors on fire shutters. Instead, emergency doors are installed within 3 meters of the shutter!
This is because the law changed in 2022, prohibiting the installation of 'integrated fire shutters.'
Integrated fire shutters could be vulnerable to fire containment if the door didn't close properly, which led to the law change.
So if you don't see a fluorescent marking, look for nearby emergency doors or exits to escape.
Frequently Occurring Sinkholes : Evacuate Immediately
Recent sinkhole incidents across the country have been attributed to aging sewage systems and increased underground construction.
Local governments have announced plans to prevent recurrences by using AI and Ground-Penetrating Radar (GPR) for safety inspections.
2,085 sinkholes occurred nationwide over 10 years from 2014 to 2023.
Although Seoul, which had the third-highest number of incidents, decided not to release a ground subsidence map, citizens have created their own "sinkhole map".
📌Concentrated in Summer (June-August)...80% Low Severity
According to citizen-made maps, sinkholes occur most frequently in August, June, and July. It's estimated that heavy summer rains saturate the soil, weakening the ground and making it more susceptible to erosion.
Deep ground collapses have been less common than expected. Of 1,400 recorded incidents, 98% were sinkholes less than 5m deep. 80% were less than 2m wide, which is the size Seoul designates for exceptional management. Severe sinkholes were rare.
📌If You Notice Sinkhole Warning Signs? Immediate Evacuation is Key!
The difficulty with sinkholes is that it's hard to know exactly when and where they’ll occur. Therefore, responding to prevent additional damage is as crucial as preparation.
Remember these three steps if a sinkhole occurs:
▲Move far away from the dangerous area to ensure safety.
▲After securing safety, report to 112 or 119.
▲Loudly warn others in the vicinity about the dangerous situation.
Above all, leave the area immediately if you notice anything suspicious.
Report to local authorities immediately if you suddenly see cracks in exterior or interior walls or if your house floor is sloped or uneven.
It's also advisable to evacuate preemptively if you notice muddy or cloudy water coming from toilets, showers, or faucets, as these can be sinkhole warning signs.

불길과 연기의 확산을 막아주는 방화셔터에는 사람이 대피할 수 있도록 비상구가 설치되어 있어요.
하지만 이를 모르는 사람이 많아 불이 났을 때 탈출하지 못하는 경우가 있었습니다. 2003년 발생한 대구 지하철 화재 참사에서 대피하던 시민 10명이 방화셔터 앞에서 비상구를 찾지 못해 결국 소중한 목숨을 잃었죠.
방화셔터에는 형광 페인트로 비상구가 표시되어 있습니다. 그러니 막힌 문 앞에서 당황하지 말고, 꼭 이 표시를 밀어 대피해주세요.

최근 지어진 건물들은 방화셔터에 문이 없을 수 있어요. 대신 셔터 3미터 이내에 비상문이 설치되어 있답니다!
이는 2022년부터 법이 바뀌어 ‘일체형 방화셔터’를 설치할 수 없게 되었기 때문인데요.
일체형 방화셔터는 문이 제대로 닫히지 않은 경우 화재 차단에 취약할 수 있어 관련 법이 바뀌었습니다.
그러니 형광색 표시가 보이지 않는다면 근처에 있는 비상문 혹은 비상구를 찾아 탈출하시면 됩니다.
자꾸만 발생하는 싱크홀. 전조가 있다면 바로 피하기
최근 전국에서 연이어 발생하고 있는 싱크홀 사고.
노후화된 하수관로와 늘어난 지하 공간 공사가 그 원인으로 지목되고 있습니다. 지자체들은 재발 방지대책으로 인공지능(AI) 도입과 지표투과레이더(GPR)를 통한 안전 점검을 하겠다고 밝히기도 했죠.
2014∼2023년까지 10년간 전국에서 발생한 싱크홀은 2,085건.
하지만 전국에서 3번째로 많은 사고가 일어난 서울시가 지반침하 안전지도를 공개하지 않겠다고 발표했는데요. 이에 시민들이 직접 만든 ‘싱크홀 지도(https://sciencesay.shinyapps.io/sinkhole/)’가 등장하고 있습니다.
📌6~8월 여름에 집중적으로 발생…80% 심각성 낮아
시민들이 만든 지도에 따르면, 싱크홀 사고는 8월, 6월, 7월 순으로 많이 발생되고 있습니다. 여름에 비가 많이 와 토양이 물을 많이 머금게 되면 지반이 약해지고 쉽게 쓸려 가서 더 많이 발생하는 것으로 추정됩니다.
아직까지는 깊은 땅 꺼짐이 생각보다 많지는 않았습니다.
수집된 1,400건의 사고 중 98%는 깊이 5m 이내의 싱크홀이었습니다. 폭이 2m 이내인 경우도 80%로 대부분을 차지했는데요.
폭 2m는 서울시가 특별 관리 대상으로 지정한 규모로, 심각성이 큰 싱크홀은 소수였습니다.

문제는 싱크홀이 언제, 어느 지점에 생길지 예상하는 것이 어렵다는 점에 있습니다.
그렇기에 이 사고는 사전 대비만큼 추가 피해를 막기 위한 대처가 중요합니다.
싱크홀이 발생하면 3가지를 기억해주세요:
▲위험 장소에서 멀리 떨어져 안전을 확보한다.
▲안전 확보 후 112나 119에 신고한다.
▲주변에 큰 소리로 위험 상황 을 전파한다.
무엇보다도, 의심스러운 상황이 발생하면 바로 자리를 벗어나야 합니다.
갑자기 주택 외벽 및 내부 벽의 균열이 생기거나 집 바닥의 경사가 생기거나 울퉁불퉁함이 만들어지면 즉시 지차체에 신고해야 해요.
화장실, 샤워기 및 수도꼭지에서 흙탕물 또는 흐린 물이 나와도 싱크홀의 전조로 보고 미리 대피하시는 것을 권장 드립니다.
